About Blue World City
Blue World City, also called BWC, is a large housing project on Chakri Road in the Rawalpindi district. It sits about 8 km from Chakri Interchange on the Lahore-Islamabad Motorway (M-2). Most people call it Blue World City Islamabad because its buyers mainly come from Islamabad and Rawalpindi, but the land itself is in Rawalpindi.
The project started in 2018 and was launched by the BGC-IGC Consortium, a partnership between the Blue Group of Companies and the Imperium Group of Companies. It began as an affordable installment-based scheme and has since grown into a much bigger development with residential blocks, commercial districts, villas, apartments, farmhouses and tourism projects.

Owners and Developers
Blue World City is developed by the BGC-IGC Consortium. BGC stands for the Blue Group of Companies, which is led by Saad Nazir. IGC is the Imperium Group of Companies, associated with Chaudhry Nadeem Ejaz and Chaudhry Naeem Ejaz. The two groups launched Blue World City together in 2018 and it is their flagship housing project.
Blue Group works in real estate, construction, media and retail. When you judge any developer, look at what has actually been built on the ground in the project you are buying into. Roads, possession, utilities and construction progress tell you more than a list of past companies.
Blue World City Location
There are several ways in. Chakri Road is the main access. From the motorway you exit at Chakri Interchange, and from Rawalpindi you can use the Ring Road corridor. The times below are rough estimates from the roads around the project. Real travel time depends on traffic and on which block you are going to.
| From | Approx. drive |
|---|---|
| Rawalpindi Ring Road | About 8 minutes |
| Lahore-Islamabad Motorway (M-2) | About 10 minutes |
| Adiala Road | About 12 minutes |
| Dehri Village Road | About 25 minutes |
| Airport Avenue | About 28 minutes |
| Dhamial Road | About 30 minutes |
| Srinagar Highway | About 33 minutes |
| Girja Road | About 35 minutes |
Blue World City NOC and Approval Status
This is the question most buyers ask first, and the honest answer is that it needs checking for the exact property you want.
The developer says the project has approval from District Council Rawalpindi, and older project records mention a planning permission letter from 2018. The Rawalpindi Development Authority (RDA) has at different times taken a different regulatory position and has issued notices about the project. So you will see some sellers say "NOC approved" and others say "NOC under process". Neither line tells you the full story.
What we recommend: before paying, ask for the approval position of the specific block, layout and plot. Check the RDA private housing schemes list and the local government record yourself, and keep a written copy of what you find.
Also confirm these for any plot you are considering:
- Block, district or enclave and the layout plan it falls under
- Plot or registration number
- Allotment or ballot status
- Developer ledger and development charges
- Possession eligibility and current transfer position
The project has grown a lot since its first approval, so a statement that was true for the original General Block may not cover a newer area.
Blue World City Payment Plan
There is no single payment plan for the whole project. Each block has its own prices, down payment and installment schedule, and new launches change the numbers. Most plans run for about four years with a down payment, regular installments and a payment at possession.
Open a block below to see how its plan is structured. For the current price list and availability, call or message us and we will send the latest official plan.
General Block Phase 2 Payment Plan
Phase 2 is the extension of General Block, planned for residential, commercial and industrial use along the motorway and CPEC side. Residential plot sizes follow General Block: 5 Marla, 8 Marla, 10 Marla, 1 Kanal and 2 Kanal.
Confirm the sector, plot size and development charges against the latest plan before booking.

Awami Block and Awami Greens Payment Plan
The Awami Block is the lower-cost part of the project. Awami Greens, launched in 2025, offers 4 Marla and 6 Marla plots on 48 monthly installments, and the launch prices included development charges. Availability depends on timely installments and the ballot, so confirm before you book.

Waterfront District Payment Plan
Waterfront offers 6 Marla, 12 Marla and 18 Marla residential plots and 5 Marla commercial plots. Value depends on the exact lagoon or district, the ballot position and how far the water features have actually progressed.

Sports Valley and Legends Enclave Payment Plan
Sports Valley has 5 Marla, 8 Marla, 10 Marla and 1 Kanal residential plots. Legends Enclave, linked to the Sports Valley side, has 6 Marla, 8 Marla, 10 Marla, 1 Kanal and 2 Kanal plots on a four-year plan with a booking amount, confirmation payment, monthly and half-yearly installments, and a possession payment. Development charges were included in the published Legends Enclave prices.

Hollywood Block Payment Plan
Hollywood Block has 10 Marla, 1 Kanal, 2 Kanal and 4 Kanal plots on hilly land. Because of the terrain, development takes longer, so ask how far roads and retaining work have reached for the plot you are looking at.

Overseas Block and Overseas Phase 2 Payment Plan
The Overseas Block has residential plots of 7 Marla, 10 Marla, 14 Marla, 1 Kanal and 2 Kanal, and commercial plots of 5 Marla and 10 Marla. It is split into many districts, and prices differ a lot from one district to another. Overseas Phase 2 is the newer addition with its own plan.

Blue World City Master Plan
The master plan divides Blue World City into residential blocks, commercial districts and tourism areas. Alongside plots, it includes markets, mosques, parks, community areas and commercial hubs. The plan has been extended several times since launch, so an older map may not show the newer blocks.

- 8 Marla
- 10 Marla
- 1 Kanal
- 2 Kanal
The original and most developed block. It has a 208-foot-wide main boulevard, possession sectors, 5 Marla Serene Villas, commercial buildings and the Forces School campus nearby. Some sectors still have roadwork going on, so the sector matters.
Commercial plots: 5 Marla.

General Block Phase 2
- 5 Marla
- 8 Marla
- 10 Marla
- 1 Kanal
- 2 Kanal
An extension next to General Block, added because of demand for plots in the main block. It lies along the motorway and CPEC side, with a mix of residential, commercial and industrial planning.

Overseas Block
- 7 Marla
- 10 Marla
- 14 Marla
- 1 Kanal
- 2 Kanal
A large block made up of many districts, aimed mainly at overseas Pakistanis. Developed districts have paved roads, streetlights and houses being built. Possession activity is under way in eligible districts.
Commercial plots: 5 Marla and 10 Marla.

Overseas Block Phase 2
- Residential
- Commercial
The newer addition to the Overseas side, created for the growing number of overseas buyers. It follows the same idea as the first Overseas Block with access to the motorway and Ring Road. Ask us for current sizes and availability.

Awami Block and Awami Greens
- 4.5 Marla
- 4 Marla (Greens)
- 6 Marla (Greens)
The affordable side of the project. The Awami Block is meant for buyers on a smaller budget. Awami Greens added early-possession plots on monthly installments.

Waterfront District
- 6 Marla
- 12 Marla
- 18 Marla
Plots planned around lagoons and water features, with a dancing fountain, a mosque and a commercial area in the plan. Commercial plots: 5 Marla. Check how much of the water work is actually finished for the district you choose.

Sports Valley
- 5 Marla
- 8 Marla
- 10 Marla
- 1 Kanal

Legends Enclave
- 6 Marla
- 8 Marla
- 10 Marla
- 1 Kanal
- 2 Kanal
A newer residential enclave on the Sports Valley side. Active enclosures have roads, drainage, streetlights and houses under construction. It is sold on a four-year plan.

Hollywood Block
- 10 Marla
- 1 Kanal
- 2 Kanal
- 4 Kanal
Larger plots on hilly, elevated land with several entry and exit points. The terrain gives good views, but it also means cutting, grading and retaining walls before plots are ready to build on.
Attractions in Blue World City
Tourism is a big part of the project's identity. Some attractions are finished and open to visitors, while others are still being built.
Horse Mascots

The main boulevard is 208 feet wide and lined with trees and street lights. Developed General and Overseas areas have paved roads, while road work continues in newer blocks.
Water, Sewerage and Drainage
Water tanks, sewerage and drainage lines are in place in developed sectors, and installation continues in newer areas. If you plan to build soon, confirm availability on your exact street.
Electricity and Gas
Underground wiring for electricity and internet has been laid in developed areas. Utility position varies by block, so ask for the current status of your sector before you start construction.
Power Backup
The developer has talked about making the project free of load shedding with generators near residential and commercial areas. Residents can also install their own UPS or solar.
Security
The project is walled with gated entrances and has CCTV monitoring and its own security staff.
Education
A campus of the Forces School and College System is operating inside the project. More institutes, including a university campus, have been mentioned in the plans.
Healthcare
A hospital, clinics and a dispensary are part of the plan. Ask us which of these are open and which are still planned.
Parks and Green Areas
The master plan includes parks, playgrounds, gardens and green belts, including Central Park in General Block.

Most blocks include a mosque, with markets and community spaces in the layout.

Why Invest in Blue World City
No project is right for everyone. These are the reasons buyers usually give for choosing Blue World City.
- Location. Chakri Road and the M-2 Motorway are close, and the airport and Ring Road are in the same area.
- Choice of sizes. You can buy anything from a 4 Marla plot to a 2 Kanal plot, or a farmhouse of up to 16 Kanal.
- Installment plans. Many bookings can be paid over about four years.
- Possession areas. Some blocks already have developed, possession-ready plots.
- Mixed planning. Residential, commercial and tourism areas share the same project.
- Active development. Work is going on in many blocks at the same time.
Before you invest, compare the exact block, check the approval position, and look at the dues and possession status. Returns depend on the plot you choose and the market, and they are not guaranteed.
