Capital Smart City is a large housing project near Islamabad International Airport, in the Rawalpindi district. It was launched in 2019 by Future Development Holdings (FDHL), together with Habib Rafiq (Pvt) Ltd (HRL) as the development partner and Surbana Jurong of Singapore as the master planner.
The project is marketed as the second Smart City in Pakistan, after Lahore Smart City. In practice that means a planned layout with technology built in: facial recognition security, smart traffic control, a dedicated transport lane for a bus service, smart waste collection and underground utilities.

Future Development Holdings (FDHL) is the owner and sponsor of Capital Smart City. It brought in Habib Rafiq (Pvt) Ltd, a Pakistani developer and town planner with a record of working on large housing projects, as the development partner. Surbana Jurong, a Singapore-based planning and infrastructure consultancy, prepared the master plan.
FDHL is also behind Lahore Smart City, which follows a similar model of Overseas and Executive blocks.
Capital Smart City sits on the Chakri Road side of Rawalpindi, near the new Islamabad International Airport. The main entrance is on Chakri Road, and a dedicated Smart City Interchange connects the project to the M-2 Motorway.

Capital Smart City is better documented than most new projects in the area, but the legal position still differs from one block to another, so it is worth checking each one.
Several property sites report that the Rawalpindi Development Authority (RDA) issued NOCs in stages. The first covered about 2,000 Kanal in 2017, a second covered a larger revised area in 2019, and a later approval covered more land again. These approvals relate to the land and layouts that were submitted at that time.

For any plot, also confirm the membership number, the block and sector, the plot number if balloted, the developer ledger, development charges, and whether the file is eligible for possession.
Each block has its own price list and installment plan. Fresh launches such as Overseas West and Phase 3 run on installment plans of around four and a half years. In older blocks like Executive and Overseas East, most plots are now bought and sold on the resale market.

The Executive Block, which used to be called the General Block, has residential plots of 5, 7, 10 and 12 Marla, 1 Kanal and 2 Kanal. It launched in 2019 at a price higher than the General Block, and most of its inventory is now traded as resale files.
Plots on main boulevards, in parks or on corners carry extra premium location charges. Ask for the exact percentage for your plot.
These blocks have residential plots of 5, 7, 10 and 12 Marla, 1 Kanal and 2 Kanal, and commercial plots of 4, 6 and 8 Marla. Earlier plans had 10% down payment, 10% on confirmation within 30 days, and then monthly or half-yearly installments over about three and a half years.
Since the plans have since been completed or have changed, check the dues on any file you are offered.
Overseas Prime is located on elevated land within the project. Residential plots are 5, 7, 10 and 12 Marla, 1 Kanal and 2 Kanal. Overseas Prime 2 is an extension with its own entrance and a wide main road.
The master plan was prepared by Surbana Jurong. It is a mixed-use plan that combines residential areas with commercial, education, health and entertainment districts. The project has grown through extensions, so the plan shown by the developer today is larger than the one released at launch.
Phase 1 spans around 55,000 Kanal and lies at the entry point of the Smart City Interchange. Phase 2 lies across the M-2 Motorway at the interchange exit. Phase 3 is the newest extension near Thalian Interchange. Together the project is planned to cover a much larger area, so confirm which phase a given plot belongs to.

Formerly the General Block, now in District 1 and District 2. It sits between the river and the golf course area and is one of the premium blocks. Possession has been given in District 1.
A Phase 2 block across the M-2 Motorway, close to the Smart City Interchange and DHA Gandhara. It was offered with pre-balloted plots for existing Executive Block members. Ask us for current sizes.
One of the first blocks to get possession, with sectors A to K announced for possession. Smart Villas are also located here. Commercial plots: 4, 6 and 8 Marla.
Lies close to the interchange side of the project and has seen strong resale interest. Some sectors have had land disputes, so check the legal status of your sector before buying.
Developed on elevated land inside the project after strong demand for the Overseas Block. Possession has been announced in several sectors.
An extension of Overseas Prime with its own entrance and a wide main road, across the M-2 Motorway near DHA Gandhara. Its elevated land gives open views.
Several institutions and companies have signed agreements with the developer for projects inside Capital Smart City. An agreement is not the same as a finished building, so ask for the current status of any project you are counting on.
